Analysis of the Motivation behind China's Vocational Education Policy Changes in the New Century:A Perspective Based on the Advocacy Alliance Framework
In the context of the promulgation and implementation of the newly revised Vocational Education Law of the People's Republic of China,the advocacy alliance framework theory is used to analyze the motivations for the changes of China's vocational education policies in combination with the characteristics of vocational education policies.At various stages of vocational education transition,combined with the belief analysis of the authority alliances,support alliances,output alliances,and expectation alliances within the policy subsystem and considering policy attention,the study identifies the changing belief systems of these four coalitions and policy-oriented learning between them are the direct driving forces of policy changes.Additionally,the study reveals the increasing role of output alliances and expectation alliances in promoting vocational education development,while the influence of relatively stable parameters and external factors indirectly contributes to policy changes.The article clarifies the motives behind the changes in China's vocational education policy and provides an interpretation of the implications and significance of the implementation of the Vocational Education Law of the People's Republic of China.This analysis serves as a reference for China's efforts to establish a modern vocational education system and promote high-quality vocation-al education development.
