Quality Innovation Strategy Construction,Practice Path and Implications for Norwegian Higher Vocational Education
Norwegian higher vocational education adheres to the concept of quality improvement,in the process of improving the quality of education,it has gone through three phases:exploration,development and deepening.In order to adapt to economic transformation and global competition,Norway has constructed a strategic framework for quality innovation that strengthens the connection between industry and demand,implements flexible education and promotes international cooperation.Under the guidance of this strategic framework,Norway has carried out a series of practices,the most representative of which is the establishment of a"centers of excellence"for higher vocational education.The"centers of excellence"promotes the high-quality development of higher vocational education through the optimisation of educational content,competence-based learning,synergistic and multifaceted co-operation,and improved institutional governance.Draw-ing on Norway's experience,China can improve the quality of higher vocational education by balancing the supply of education with the demand of industries and improving the adaptability of skills,improving the lifelong vocational skills training system to serve lifelong learning for all,and integrating multi-dimensional cooperation and concentrating resources to give full play to advantages.
