技能使用制度的理论探赜与构建探索

构建完善的技能使用制度是国家促进高技能人才队伍培养,提升科技竞争力的关键环节.以技能的生产要素、社会产品、劳动力商品三个属性为切入点,探讨了技能属性与技能使用的关系,进而通过对技能属性、技能使用、技能循环的逐级分析阐释,得出技能使用制度应划分为可持续使用、有效使用、有偿使用三个制度层面,并在此基础上从技能人才岗位成长、技能传承、技能人才配置、国外技能人才引进、薪酬激励、技能人才成就加权等六个方面探索技能使用制度的构建,以期为技能社会的构建提供些许建议.
Theoretical Exploration and Construction of Skill Usage System
Building a sound skill usage system is a key link for the country to promote the cultivation of high-skilled talents and enhance technological competitiveness.Starting from the three attributes of production factors,social products and labor commodities of skills,this paper explores the relationship between skill attributes and skill usage.Furthermore,through a step-by-step analysis and interpretation of skill attributes,skill usage and skill cycles,it is concluded that the skill usage system should be divided into three institutional levels:sus-tainable usage,effective usage and paid usage.Based on this,the construction of the skill usage system should be explored from six as-pects:position growth of skilled talents,skill inheritance,allocation of skilled talents,introduction of foreign skilled talents,salary incentive system and weighting of the achievement of skilled talents,in order to provide some suggestions for the construction of a skill-based society.
