Study on Policy Documents of National Pilot Cities of Industry-education Integration from the Perspective of Policy Instruments
The city of industry-education integration serves as an important carrier for promoting the in-depth development of integration between industry and education,and it is the key focus of national vocational education policy.Utilizing the NVivo 12Plus qualitative analysis software,this study constructs a three-dimensional analytical framework of"policy tools-task elements-responsible entities"to analyse the policy documents from the first batch of 12 national pilot cities of industry-education integration.The study finds that the pilot cities that have issued clear policies have a certain tendency in the use of policy instruments.Among them,the use of demand-based poli-cy instruments is less,which leads to the lack of certain driving force for the construction of cities of industry-education integration.Fur-thermore,there are significant differences in task allocation among the responsible subjects.Therefore,the pilot cities should optimize the structure of the use of policy instruments,refine the task requirements for responsible subjects,and adjust the alignment between policy instruments and task elements of the construction to promote the improvement and optimization of policy documents of the cities of indus-try-education integration,so as to provide valuable experience for the formulation and refinement of policies in other cities.
