Regulations of Tianjin Municipality on Vocational Education:Revision Background,Main Highlights and Implementation Path
Local vocational education legislation is an important measure to implement the Vocational Education Law of the People's Re-public of China.The newly revised Regulations of Tianjin Municipality on Vocational Education was officially released in November 2023,laying a solid legal guarantee for the development of vocational education in Tianjin.The main highlights are as follows:the legislative purpose is consistent with the superior law while taking into account the development needs of its own characteristics;improve the management system of vocational education and strengthen and refine the responsibilities and obligations of local governments;initially establish the modern vocational education system;establish and improve the legal system of industry-education integration and school-enterprise cooperation;establish the legal status of vocational education teachers and improve the protection of teachers;clarify the rights of vocational education students and ensure the safety and treatment of students during internship;establish vocational education exchange and cooperation system;improve the vocational education funding security system and so on.It is suggested to make specific norms in terms of strengthening publicity,implementing local government responsibilities and improving supporting legal systems to guarantee the implementation.
