多源流理论视角下德国职业教育数字化转型政策研究

通过多源流理论分析可知,欧盟职业教育发展的共同目标与需求、"工业4.0"时代对德国职业教育提出的挑战等问题源流的背景引发了行会和工会、专家学者的商讨与行动,提出了若干条政策议程备择.在国家层面的教育理念与战略决策、民众对于数字素养的期待与诉求等政治源流的推动下,德国联邦教育与研究部发布了"职业教育4.0"指导框架,加速了三流汇聚,推开了职业教育数字化转型的"政策之窗".此后,德国陆续出台了一系列职业教育数字化转型政策,进行了全面的职业教育数字化转型规划及战略布局,致力于适应"工业4.0"时代的发展需要,培育面向未来数字化工作的专业技术人才,为提升职业院校师生数字能力、增强职业教育效能、推动德国职业教育的未来发展奠定了坚实的基础.
Research on the Digital Transformation Policy of German Vocational Education from the Perspective of Multiple Streams Theory
Through the analysis of Multiple Streams Theory,it can be seen that the common goals and demands of the development of vo-cational education in the EU,the challenges to German vocational education in the era of"Industry 4.0"and other issues have triggered discussions and actions among guilds,trade unions,experts and scholars,putting forward several policy agenda options.Driven by the po-litical streams of education concepts and strategic decisions at the national level as well as expectations and demands for digital literacy of the public,German Federal Ministry of Education and Research issued the"Vocation Education 4.0"guidance framework,accelerating the convergence of the three streams and opening the"policy window"of the digital transformation of vocational education.Since then,Ger-many has successively issued a series of digital transformation policies for vocational education and carried out a comprehensive digital transformation plan and strategic layout for vocational education,aiming to adapt to the development needs of the"Industry 4.0"era and cultivate professional and technical talents for future digital work,which has laid a solid foundation for improving the digital ability of teachers and students in vocational colleges,enhancing the effectiveness of vocational education and promoting the future development of German vocational education.
