创建国家运动休闲特色小镇是中央促进体育产业集聚发展、推进城乡融合的重要举措.基于2010-2021年274个地级市的面板数据,采用双重差分法识别创建国家运动休闲特色小镇对目的地经济发展的政策效应及影响机制.结果表明:①研究期内国家运动休闲特色小镇未能明显推动目的地的经济发展,该结果具有稳健性;②国家运动休闲特色小镇的经济效应存在滞后性,约在政策实施5年后表现出正向趋势;③国家运动休闲特色小镇建设需要通过政府财政支出、基础设施建设和产业结构升级等途径才能有效发挥对目的地经济发展的作用;④国家运动休闲特色小镇的经济效应存在区域异质性和规模异质性,对东部地区城市和中小城市的经济推动作用要优于中西部地区城市和大城市.因此,地方政府需给予合理的政策支持,构建相应的治理体系,完善基础设施建设和优化产业结构;同时,应树立可持续发展观,着眼于长期效益,并加强各地区之间的协作共享以及要素与信息的自由流通.
Hat benefits:The impact of national sports and leisure characteristic towns on the local economy
National sports and leisure characteristic town is an important way taken by the government to promote the development of sports industry and the integration of urban and rural areas.Based on the panel data of 274 prefecture level cities nationwide from 2010 to 2021,this paper used the Difference-in-differences method to identify the policy effect and impact mechanism of national sports and leisure characteristic towns on the local economy.The results showed that:①National sports and leisure characteristic towns failed to promote the local economic development during the study period,and the results were robust.②The economic impact of nation-al sports and leisure characteristic towns lagged behind,showing a positive trend about 5 years after the implementation of the policy.③National sports and leisure characteristic town acted on the local economy mainly through government financial expenditure,infrastruc-ture construction and industry structure upgrade.④The economic impact of national sports and leisure characteristic towns had regional heterogeneity and scale heterogeneity.The economic impetus to the eastern and small-medium cities were better than the mid-western and large cities.Based on the above,the local governments needed to provide reasonable policy support,build a corresponding manage-ment system,improve infrastructure construction and optimize industrial structure.At the same time,it was notable to establish the con-cept of sustainable development,focus on long-term benefits,impel cooperation and sharing among regions,and promote the free flow of elements and information.
