The driving mechanism of pollution and carbon reduction policy instruments on environmental regulation efficiency under the grouping perspective——Empirical analysis of fsQCA based on 30 provinces in China
Reduction of pollution and carbon emissions,which symbolize the improvement of environmental regulation efficiency,and is a crucial levers and breakthrough in achieving pollution control and environmental improvements.Exploring the internal mecha-nism of the improvement of environmental regulation efficiency driven by reduction of pollution and carbon emissions policy tools is of great importance to achieve"Dual carbon"targets.This paper took the data of 30 provinces in China from 2012 to 2022 as the research object,and analyzed the multiple path combinations of command-and-control,market-incentive,and voluntary-participation policy instruments to promote the efficiency of environmental regulation with the help of fuzzy set qualitative comparative analysis(fsQCA).The results showed that:There were four combinations to improve the environmental regulation efficiency,and the same role had been played in the eastern,central and western areas in China,which would show a synergistic effect of multiple policy instruments in the fu-ture.Command control played a dominant role in enhancing the environmental regulation efficiency in the central and western region,es-pecially in the central region;Social-will were more dependent on command control and market incentive instruments,and less effec-tive in the western region.Different efficiency-driven effects of environmental regulation leaded to a differentiated mix of policy instru-ments as a way of providing policy recommendations for different regions.
