Environmental regulation and scientific and technological innovation are the important driving forces for the high-quali-ty development of regional economy.Based on the panel data of 16 cities in Chengdu-Chongqing twin-city economic circle from 2014 to 2020,this paper constructed an evaluation system of high-quality economic development based on the new development concept,and calculated the comprehensive index of development level by entropy method.Constructing comprehensive evaluation index of environ-mental regulation to analyze the intensity of environmental regulation,this paper used the fixed effect model to analyze the influence mechanism of environmental regulation and scientific and technological innovation on the high-quality economic development of the twin-city economic circle in Chengdu-Chongqing area.The results showed that the high-quality economic development level of the twin-city economic circle in Chengdu-Chongqing area had gradually increased,but there was a significant difference between the dual-core city and the surrounding cities;the intensity of environmental regulation in most cities was generally on the rise,and environmen-tal regulation could promote high-quality economic development.Foreign capital injection and population focus leaded to the contradic-tion between resources and environment,which affected high-quality economic development.Scientific and technological innovation had intermediary effect and single threshold effect in the influence of environmental regulation on high-quality economic development.At the same time,environmental regulation and scientific and technological innovation could synergistically affect the high-quality eco-nomic development,and their synergistic effect showed a"U"trend.Therefore,government should strengthen the linkage and leading role of dual-core cities,strengthen the coordinated management of environmental regulation and regional environment,and implement the deep integration project of high-tech innovation chain and low-carbon industrial chain.
