The high-quality construction of tourist cities and the high-quality development of urban tourism have put forward new requirements on how to build a World-Famous City of Culture and Tourism(WFCCT).Based on analyzing the development trend of the WFCCT,this paper constructed the evaluation index system of the WFCCT from its own connotation and characteristics,through reviewing the relevant evaluation standards of the country,line of business and academia,as well as combining with the theoretical anal-ysis,practical experience and expert consultation.This paper proposed to form the evaluation index structure of the WFCCT from five di-mensions:internationalization of cultural tourism attractiveness,internationalization of industrial development capability,internationaliza-tion of high-quality development of the city,internationalization of market development potential,and comprehensive level of tourist ex-perience quality,based on which 15 secondary indexes were selected and 100 tertiary indexes were refined.Further,the stages of devel-opment of WFCCT were divided into the stage of foundation consolidation,the stage of construction sprint,the stage of basic completion,and the stage of full completion according to the score.
