Study on the impact of marine environmental regulation on the conversion of old and new kinetic energy of marine economy——A case study of 11 coastal provinces and cities in China
Environmental regulation is an important factor affecting the conversion of old and new economic kinetic energy.Based on the data of 11 coastal provinces and cities in China from 2010 to 2020,this paper took the National Marine Functional Zoning Plan as a quasi-natural experiment,and measured the conversion level of old and new kinetic energy of marine economy by entropy method,and also demonstrated the impact of marine environmental regulation on the conversion of new and old kinetic energy of marine economy using the difference-difference method.The results showed that:①Marine environmental regulation had a significant promoting effect on the conversion of old and new kinetic energy of marine economy.②The impact of marine environmental regulations on the conversion of old and new kinetic energy of marine economy was persistent and lagging.③There was spatial heterogeneity in the impact of marine environmental regulation on the conversion of old and new kinetic energy of marine economy.There was no significant relationship be-tween marine environmental regulation and the conversion of new and old kinetic energy of marine economy in the northern and southern marine economic circles,but marine environmental regulation in the eastern marine economic circle significantly promoted the conver-sion of new and old kinetic energy of marine economy.④Marine science and technology innovation played an intermediary role in the process of marine environmental regulation affecting the conversion of old and new kinetic energy of marine economy.
