Spatial heterogeneity of high-quality development of urban agglomerations under the perspective of dual environmental regulation——A comparative analysis of Beijing-Tianjin-Hebei,Yangtze River Delta,and Pearl River Delta
Environmental regulation is an important tool for protecting the environment,and it is important to explore the impact of environmental regulation on the high-quality development of urban agglomerations in the context of the real needs of high-quality de-velopment centered on"green".Based on the perspective of"dual"environmental regulations,and took data from the Beijing Tianjin Hebei,Yangtze River Delta,and Pearl River Delta from 2012 to 2021 as the research object,this paper evaluated the level of high-quality development of urban agglomerations and divided the levels of cities within urban agglomerations.And this paper used spatial e-conometric models to compare and analyze the spatial heterogeneity of the impact of environmental regulations on the high-quality de-velopment of urban agglomerations and internal cities at all levels.The study found that:①The level of high-quality development of the three urban agglomerations had been steadily improving,with the development of"Beijing-Tianjin-Hebei"tending to be monopole,"Yangtze River Delta"tending to be comprehensive,and"Pearl River Delta"tending to be high-speed.②Dual environmental regula-tions favor high-quality development in the Yangtze River Delta and the Pearl River Delta,but were not conducive to high-quality de-velopment in the Beijing-Tianjin-Hebei.Formal environmental regulation facilitates high-quality development of the three urban ag-glomerations.Informal environmental regulation favors high-quality development in Beijing-Tianjin-Hebei and the Pearl River Delta to the detriment of high-quality development in the Yangtze River Delta.③The spatial heterogeneity of dual environmental regulation,formal environmental regulation,and informal environmental regulation affected the high-quality development of centers,sub-centers,and peripheral cities within urban agglomerations are significant.As a result,it is proposed to pay attention to the differences in the de-velopment of urban agglomerations and to formulate appropriate environmental regulation policies.
