农村集体山塘的旅游开发价值评估研究——以浙江省X县为例

农村集体山塘作为沉睡的生态资源,其旅游开发对于提升集体收入、最终实现共同富裕有着重要意义,科学评估其旅游开发价值是开发工作的首要前提.以浙江省X县313座山塘为研究对象,构建价值评估模型,基于层次分析法和德尔菲法确定评价指标体系及权重,并结合修正系数法核算出旅游开发价值.结果表明:①可开发建设土地面积、通车情况、距离主干道里程、水域面积、总库容是五大影响其旅游开发价值的核心要件;②农村集体山塘的旅游开发能够有效推动集体收入的增加,X县农村集体山塘每年旅游开发总价值为2.1亿元,平均每座山塘的旅游开发可以为村集体带来67.09万元收入.基于上述研究结果,进一步提出了推动农村集体山塘旅游开发及价值转化的相关政策建议.
Study on tourism development value evaluation of rural collective hilly pond——Taking X County of Zhejiang Province as an example
As a sleeping ecological resource,the tourism development of rural collective hilly pond is of great significance to in-crease collective income and achieve common prosperity.Scientific evaluation of the tourism development value is the first prerequisite for the development work.Taking 313 hilly ponds in X County of Zhejiang Province as the research object,this paper constructed a value evaluation model,determined the evaluation index system and weight based on analytic hierarchy process and Delphi method,and calcu-lated the tourism development value combined with the revised coefficient method.The results showed that:①lThe five key factors affect-ing the value of tourism development were the area of developable land,the traffic situation,the distance from the main road,the water area and the total storage capacity.②The tourism development of rural collective hilly ponds could effectively promote the increase of collective income.The total annual tourism development value of rural collective hilly ponds in X County was 210 million yuan,and the average tourism development of each hilly pond could bring 670 900 yuan to the village collective income.Based on these conclusions,this paper proposed relevant political recommendations to promote the development and value transformation of rural collective hilly pond tourism.
