Research on urban rainstorm and water-logging disaster resilience evaluation——A case study of Zhengzhou City
The frequent occurrence of extreme weather such as rainstorm and water-logging has caused serious personal injury and property damage. This is a worthy of thorough research on how to better respond to natural disasters and achieve sustainable development of the city and human. This paper constructed an urban rainstorm and water-logging disaster resilience assessment index system inclu-ding 24 indicators in the three dimensions of"economy-society-environment"with the theory of resilient cities, and used CRITIC weighting method to determine the index weight to evaluate rainstorm and water-logging disaster resilience in Zhengzhou from 2011 to 2020.The results showed that:①The comprehensive resilience of rainstorm and water-logging in Zhengzhou City had significantly im-proved and was close to the ideal development state from 2011 to 2020.②Economic resilience and social resilience had a fluctuating rising tendency, while environmental resilience fluctuates greatly and development was unstable. Therefore, this paper put the counter-measures against rainstorm and water-logging disaster from the aspects of economic resilience, social resilience, environmental resili-ence and disaster emergency response capability.
