Policy Implication of Land Conversion from Paddy Field to Dry Farming Land upon Local Farmers' Livelihood over the Upper Reaches of Miyun Reservoir
Miyun reservoir is one of the most important sources for Beijing's water supply. However, the water storage in Miyun reservoir has been decreasing in recent years, imposing a great pressure upon municipal water supply in Beijing city. In order to increase the runoff into Miyun reservoir, Beijing municipal government and Hebei provincial government have proposed the policy of returning paddy field to forest land over the upper reaches of the reservoir. Beijing municipal government will compensate the farmers in the project affected areas and provide funds for water conservation project. So it is imperative to clarify that what kind of impact the policy will cast on the local farmers' livelihood. In this paper, the implication of proposed policy upon local farmers' livelihood was evaluated. Three villages were selected and questionnaire surveys were conducted. The analysis result shown: 1) In the case study of Houcheng village of Chicheng county (Baihe river basin), the livelihood of 60 households surveyed would be slightly affected with a economic losses of family income decrease by 3.4 percent; 2) In the case study of Batuying village of Chicheng county (Heihe river basin), 12 farmer families were surveyed. If the paddy field is converted to the maize field, the gross income of a family averagely will decrease by 13.27 percent, which will affect the farmers' livelihood to some extent; 3) In the Humaying village of Fengning county (Chaohe river basin) , 25 farmer families were surveyed, the average decrease of household income is only by 3.40% ,which will have a little impact on farmers' livelihood; 4) In the study area, the gross income of each household will averagely decrease by 4.23% .
