共同管理:中国自然保护区与周边社区和谐发展模式探讨

自然保护区的资源保护应在保护的前提下进行合理开发与利用,才能符合保护的要求和经济发展的需要,体现出自然保护区的职能.本文在对中国湖北、湖南、四川、海南、贵州等省自然保护区资源保护和周边社区经济发展进行实地调查研究的基础上,总结了国内外在保护自然资源的同时发展当地社区经济的经验,分析了中国自然保护区自然资源保护与社区管理中存在的普遍问题,提出中国未来自然资源保护与社区和谐发展的方向和对策是:开展保护区和社区的共同管理公平分享所得利益,实现自然资源的有效管理和社区可持续和谐发展.
Research on Mutual Management Model of the Resource Conservation and Community Economy Development for China's Nature Reserves
How to scientifically balance the conflict between the natural resource protection and the community economy is a new hotspot of biodiversity conservation research in the world. It is also a hard issue of sustainable development for the regions. The development of natural resources must be sustainable under a base of resource conservation. Carefully plan on the development and utilization of natural resources should meet the gaol for both conservation and development. This principle should be required as a basic function of the nature reserves. On an intensive investigation to the nature reserves in Hubei, Hunan, Sichuan, Hainan and Cuizhou provinces of China , a research has been conducted to study a new management model of mutually development of nature reserves and community economy in the selected nature reserves and their surrounding communities. The research has explored the successful cases of protecting natural resources and developing local economy in both domestic and international regions. The common issues in the development of China' s nature reserves and their surrounding communities have been analyzed. In practice, mutually development of nature reserves and surrounding communities are possible to fairly share the benefits of natural resources with efficient management and sustainable development plan. A new management model and direction of future development of China' s nature reserves and community economy is recommended.
