Community Participation Patterns in Ecotourism Development of Wetland Nature Reserve in Jiangsu Province: A Case Study in the Jiangsu Wetland Nature Reserve
Developing tourism sites from the community' s perspective and balancing the relationship between the tourism and community development are crucial to achieving a new breakthrough in tourism. This study analyzed the surrounding communities near two national nature reserves of coastal wetland tourism resources in Jiangsu Province, aiming at improving an understanding of ecological tourism, the awareness to participate in tourism planning, related tourism businesses and profitability, and involvement in relevant promotion and training. It has been found that the wetland ecological tourism recourses in Yancheng are abundant and unique, but the concept of community participation in the local government and higher level administrative departments, e.g., natural reserve administrative department and tourism development department, seem to be weak. In addition, community participation in tourism planning, tourism management, tourism profitability, and related promotion and training is still at a primary stage. This paper built an ecological tourism development model based on community participation from the following six aspects: entry models, business management models, social and cultural display models, administration models, environmental protection models, and community participation in the tourism planning decision making models, according to Murphy' s community tourism strategy model. The paper mainly focused on business management models, environmental protection models, and community participation in tourism planning decision making models. It is suggested that the management model of coastal wetland reserves in Jiangsu should be different from the single possession by the reserve administrative department. It should not depend solely on individual community operation, or transfer the entire operation right to the outside-invested enterprises. In the context of increasing worse wetland ecological environment, this paper proposed a community co-op model for evaluating the environment of wetland ecological tourism districts. The paper set the goals and feasible plans for the ecological tourism environment during tourism development, suggesting establishment of a community environment management committee in order to construct the mechanism for community participation in environment supervision. The content of community citizen participation in tourism planning is reflected in three aspects: participation in major tourism project designs and approval, agreement upon the interest distribution plans of tourism development, and involvement in the mechanism formulation. This paper could provide a new model for local community tourism development based on an understanding of these intricate factors.
