碳排放权交易对城市绿色技术创新提质增量的影响

[目的]绿色技术创新是实现环境保护与经济发展双赢的关键力量。本文旨在探索碳排放权交易试点政策对城市绿色技术创新提质增量的影响,以期为进一步建立完善城市绿色技术创新体系提供理论支撑与对策建议。[方法]通过整理2005-2019年中国291个地级及以上城市的绿色专利数据,解析了中国城市绿色技术创新的时空演变格局,进一步使用双重差分模型探究了碳排放权交易对城市绿色技术创新提质增量的影响。[结果]①2005-2019年,在时序演变上,中国城市绿色技术创新规模持续提升,绿色技术创新占总创新比重则呈现出"M"型波动态势;在空间格局上,中国绿色技术创新呈现出"东南高、西北低"的集聚态势;②碳排放权交易促进了城市绿色技术创新提质增量,且相比于创新质量提高,碳排放权交易对创新数量增加的促进效果更为显著;③从时间异质性来看,碳排放权交易对城市绿色技术创新的影响存在时间滞后性,随着政策施行的时间延续越久,作用越大;④从空间异质性来看,在不同地区实施试点政策,所产生的影响效果亦有不同,其中华北、华南、西南地区作用表现最强;而华东、华中地区影响效果并不显著。[结论]碳排放权交易能够在显著促进碳减排的基础上进一步对中国城市绿色技术创新产生正向影响。由此,高效施行与健全环境规制政策法规,重视加强环境治理,推动绿色技术创新与经济转型,是实现绿色可持续发展的有效路径。
Impact of carbon emission trading on quantity increase and quality improvement of urban green technology innovation
[Objective]Green technology innovation is a key force to achieve a win-win situation between environmental protection and economic development.This study aimed to explore the impact of carbon emission trading on the quantity increase and quality improvement of urban green technology innovation,in order to provide a theoretical support and countermeasures for the further establishment and improvement of urban green technology innovation system.[Methods]By examining the green patent data of 291 prefecture-level cities in China from 2005 to 2019,the spatial and temporal pattern of change of urban green technology innovation in China was analyzed,and the impact of carbon emission trading on urban green technology innovation was further explored using the difference-in-differences model.[Results](1)From 2005 to 2019,in terms of temporal change,the scale of green technology innovation in Chinese prefecture-level cities continued to increase,and the proportion of green technology innovation in the total innovation showed a M-shaped pattern of fluctuation;In terms of spatial patterns,Chinese green technology innovation showed an agglomeration trend of high in southeast and low in northwest.(2)Carbon emission trading promoted the improvement of urban green technology innovation,and compared with the improvement of innovation quality,carbon emission trading had a more significant effect on the increase of innovation quantity;(3)From the perspective of temporal heterogeneity,the impact of carbon emission trading on urban green technology innovation showed a time lag,and the longer the policy was implemented,the greater the impact;(4)From the perspective of spatial heterogeneity,the effects of pilot policies in different regions were also different,with the strongest effects in North China,South China,and Southwest China;The effect was not significant in East and Central China.[Conclusion]Carbon emission trading can further have a positive impact on green technology innovation in Chinese cities on the basis of significantly promoting carbon emission reduction.Therefore,efficient implementation and improvement of environmental regulation policies and regulations,emphasis on strengthening environmental governance,and promotion of green technology innovation and economic transformation are effective ways to achieve green and sustainable development.
