国家电子商务示范城市试点政策对城市碳排放效率的影响——基于软、硬环境的调节作用

[目的]评估国家电子商务示范城市试点政策(后文简称试点政策)对城市碳排放效率的影响及其作用机制,聚焦电子商务软、硬环境的调节效应,为实现碳中和、碳达峰目标提供政策参考。[方法]基于2006-2022年中国282个地级行政单元面板数据,运用多期双重差分、双重机器学习方法探究试点政策的实施对城市碳排放效率的影响。从供需两侧将影响碳排放效率的重点行业纳入分析框架,讨论试点政策对碳排放效率内部影响机制,并构建电子商务软、硬环境评价体系探讨其调节作用。[结果]①试点政策显著提升了城市碳排放效率,该结论历经多重检验依然成立。②软、硬环境在试点政策影响碳排放效率中主要呈现正向调节作用。硬环境中网络和物流基础设施作用显著,软环境中科技创新环境、市场环境和政策政务环境调节作用较强。③异质性分析揭示了城市资源禀赋和对外贸易依存度对政策效果的影响差异,政策效果在非资源型城市、成长再生型城市以及对外贸易依存度高的城市中更明显。[结论]加强试点政策在供需两端的减碳效应,优化电子商务网络和物流等硬环境,培育科技创新、市场和政策政务等软环境,二者协同发力,推动政策效应最大化。建议有序推进试点城市建设工作,构建产业电商新生态,强化软、硬环境协同优化,因地制宜发展电子商务。
Impact of national e-commerce demonstration city pilot policy on urban carbon emission efficiency:From the perspective of soft and hard environments
[Objective]This study aimed to assess the impact of the national e-commerce demon-stration cities(NEDC)pilot policy on urban carbon emission efficiency(CEE)and its underlying mechanisms.It focused on the moderating effects of e-commerce soft and hard environments,pro-viding policy references for achieving carbon neutrality and peak carbon emissions goals.[Meth-ods]Based on prior research,this study employed multiple-period difference-in-differences and double machine learning models to rigorously identify the causal relationship between the NEDC pilot policy and urban CEE,using panel data of 282 prefecture-level administrative units in China from 2006 to 2022.The analysis integrated the internal mechanisms of the pilot policy's impact on CEE from supply and demand sides.This study constructed a comprehensive evaluation system of e-commerce soft and hard environments to access their moderating effects on the policy's impact.[Results]The empirical findings reveal that the NEDC pilot policy significantly promoted urban CEE,with robust results verified through endogeneity test and multiple robustness tests.Both soft and hard environments demonstrated positive moderating effects on the policy's impact on CEE,where network and logistics infrastructure in the hard environment played a crucial role,while tech-nological innovation,governmental regulation and market environment in the soft environment ex-hibited strong moderating effects.Furthermore,the policy's impact exhibited heterogeneity,with more pronounced effects in non-resource cities,growth-regenerative cities,and cities with higher levels of international trade.[Conclusion]To promote policy-enabled CEE,the carbon reduction effect of the pilot policy should be strengthened at both supply and demand sides.The soft and hard environments of e-commerce should be further optimized.It is recommended to advance the con-struction of pilot cities in an orderly manner,establish industrial e-commerce ecosystem,reinforce the coordinated optimization of soft and hard environments,and develop e-commerce according to local conditions.
