From Beautiful Countryside to Harmonious Countryside:The Change and Remodeling of Compound Social Correlation in Grassroots Governance
The CPC's 20th National Congress report proposes to construct"a countryside that is beautiful and harmonious to live in".This not only symbolizes the strategic shift from"beautiful countryside"to"harmonious beautiful countryside",but also reflects the country's new expectations for rural revitalization after poverty alleviation.This shift is not only about the effective distribution of the public benefits but also the reshaping of social solidarity good,but also about the re-shaping of social solidarity.While existing research highlights the positive significance of building beautiful countryside in changing the rural landscape,it may not sufficiently consider its complex impact in terms of social solidarity.From the perspective of social correlation,this study makes a profound analysis of the interaction between villagers,village cadres and village resident cadres in the renovation of dilapidated houses in Y Town,Wuling Mountain District,and discusses why the social relations are weakened at the same time when the material conditions are improved,and how this change affects the grassroots governance.Research indicates that the governance in the period of poverty alleviation relies overdependent on the input of superior resources and institutional supply,but relatively ignores the cultivation of basic social governance capacity.This deficiency is mainly reflected in three aspects:the vague positioning of village cadres,the aggravation of villagers'self-interest behavior,and the mismatch between poor groups and group policies.In the process of moving towards a beautiful and harmonious countryside,it is urgent to build a complex social connection integrating traditional and modern elements,so as to enhance community autonomy and endogenous development impetus,and consolidate the social foundation of rural revitalization.This finding not only expands the research vision of rural revitalization,but also provides theoretical and practical guidance for the construction of a new rural governance pattern that combines autonomy,rule of law and rule of virtue.
