The Elderly Digital Divide from the Perspective of Healthy Aging:Causes and Governance
From the perspective of healthy aging,this paper studied the digital divide among the elderly.The elderly digital divide is manifested as one-way reception,hindered participation,internet addiction,and network fraud.This is not only related to the insufficient digital intrinsic capability of the elderly in aspects such as digital cognition,basic access,information transmission,and risk prevention,but also closely related to the digital environment such as government policies and regulations,digital technology adapting to the elderly for enterprises,social support forces,and digital feedback from families.The"gain"and"inhibition"effects of the digital environment on digital abilities result in the differences in utilizing digital resources among the elderly people.The governance of the elderly digital divide should focus both on enhancing their digital cognition,basic access,information transmission,and risk prevention capabilities but also also rely on external empowerment to promote the aging friendly construction of the digital environment in collaboration with the government,enterprises,society,and families.We also need to make category governance,dynamic tracking and overall coordination based on group characteristics,so as to promote the coupling of the digital capabilities and the digital environment of the elderly,and form the linkage effect of governance.
