Public libraries are an important component of the national public service system,and their service functions are also changing with the development of the economy and society.The article is based on IFLA/UNESCO Public Library Manifesto in 1994,discussing the three historic journeys that China's public library industry has gone through and the changes in the service positioning of China's public libraries during each journey.It is hoped that this can promote the further development of the public library industry.
