The Mechanism of Improving the Effectiveness of Primary-Level Governance Based on Organizational Learning
With the continuous acceleration of urbanization,urban primary-level governance is facing more and more challenges.The sub-district office is the terminal of urban grassroots administrative management in China,connecting the government and the com-munity,and plays an important role in primary-level governance.In this paper,we take the staff of street offices as the interview sub-jects to obtain the first-hand interview data,and constructs a"Learning-Cognition-Behavior-Results"theoretical model that can reflect the relationship between organizational learning and the effectiveness of primary-level governance between by using the grounded theory research method.The study finds that organizational change,execution ability,and bureaucratic pressure play an influential role in the relationship between the effectiveness of primary-level governance and organizational learning.Among them,organizational change is the key driver for organizational learning to enhance primary-level governance effectiveness,execution ability is the core link for organizational learning to be transformed into primary-level governance effectiveness,and bureaucratic pressure is the factor that hinders the impact of organizational learning on primary-level governance effectiveness.Rooted in the Chinese story,summarizing the Chinese wisdom of realizing the effectiveness of primary-level governance can provide useful reference to promote urban development.
