摘要
中国的党政体制重塑了法治与德治,法治与德治的紧密结合在党政体制运行中提升了国家治理的效能.法治与德治的紧密结合有利于处理治理体系运行中的矛盾和摩擦,整合、协同、激励各方面力量为国家的整体目标而行动,它一方面提升党政组织的内部效能,体现在有利于处理党政组织运行中的规范性与灵活性矛盾、一统体制与有效治理的矛盾、整体利益与局部利益矛盾、集体利益与个人利益的矛盾;另一方面提升党政组织内外协同的效能,即实现"党和国家"对社会的引领以及"党和国家"与社会的良性互动.
Abstract
Chinas party-government system has redefined the integration of rule of law and rule of virtue,enhancing national gov-ernance efficiency through their close combination.This integration helps manage conflicts and frictions within the governance system,con-solidating,coordinating,and motivating various forces to act towards the nation'overall goals.0n one hand,it improves the internal ef-ficiency of party and government organizations by addressing conflicts between nornativity and flexibility,unified systems and effective gov-ernance,overall and local interests,and collective and individual interests.On the other hand,it enhances the internnal and external coor-dination efficiency of these organizations,achieving the leadership of"the Party and state"over society and fostering a positive interaction between"the Party and state"and society.
