整体智治是整体性治理思维与智慧化治理的融合,具体包含政府的数字化转型、整体化的治理实践、精准高效的需求回应三个关键元素.促进数字政府整体智治的关键在于数智赋能.在技术层面,强调数字赋能,推动业务流程优化再造和公共数据资源共享;在应用层面,将数字赋能引入跨场景应用,促进数字、物理、社会三元空间的融合,创新数字化治理模式.
Abstract
Overall intellectual governance is the integration of holistic governance thinking and intelligent governance,which in-cludes three key elements:digital transformation of government,holistic governance practice,accurate and efficient demand response.The key to promoting the overall intellectual governance of digital government lies in the empowerment of digital intelligence.On the technical level,digital empowerment is emphasized to promote business process optimization and re-engineering and public data re-source sharing.At the application level,digital empowerment is introduced into cross-scene applications to promote the integration of digital,physical and social ternary spaces and innovate digital governance models.
