Ethical Challenges and Responses of Digitalized Social Governance
Digitalized social governance integrates rational tools of digital technology with the value rationality of people(govern-ment),reshaping and reconstructing the structure,processes,and forms of social governance to pursue a new form of fair and just social governance.It features prominently with data as the foundation,algorithms as the core,and co-governance as the goal.While enhan-cing governance efficiency,digitalized social governance also brings significant ethical challenges such as equality dilemmas among gov-ernance subjects,issues of responsibility,and the fairness challenges of subject behaviors due to immature technology and lagging ethi-cal norms.In practice,addressing these ethical challenges involves constructing a four-dimensional collaborative mechanism of"tech-nology,subject,mechanism,and culture",combining responsible technological innovation with sensitivity to values,optimizing the thinking and governance capabilities of subjects,integrating digital governance decision-making with traditional governance mecha-nisms,and constructing a cultural and ideological system suitable for the characteristics of the digital age.This approach actively re-sponds to the ethical challenges brought by digitalized social governance and effectively promotes the modernization of social governance.
