Multiple obstacles and countermeasures in the international migration process of green patent technology
The large-scale application of green patented technology is an important lever to curb the trend of global climate change.However,green patent technology faces multiple obstacles in the process of north-south,migration,such as insufficient supply of international rules,careless domestic regulations,and conflicting interests among various parties,which hinder its large-scale application in developing countries.In response to the multiple obstacles in the international migration process of green patent technology,this article proposes strategies such as clarifying the scope of mandatory green technology licensing at the international level,establishing an international dispute resolution body for green patent technology,incorporating green technology into the scope of public interest at the domestic level,expanding the scope of applicantion subjects for the mandatory green patent licen-sing system,optimizing the mechanism for patent usage fees and other measures,etc.These sugges-tions are supposed to provide new ideas for global environmental governance.
