基层土地行政执法工作困境及其对策研究

摘要
随着社会经济发展和城镇化进程的加快,土地资源需求量不断增长,由此引发的违法违规占地行为愈发严重,土地行政执法工作的完善成为高质量发展的关键所在,而身处第一线的基层土地行政执法工作更是其中的重中之重.通过对山西省Z县土地行政现状及土地行政执法典型案例的分析,指出了基层土地行政执法工作的困境并剖析了原因,并提出了完善基层土地行政执法工作的建议.
Abstract
With the acceleration of social and economic development and urbanisation,the demand for land resources is growing,and the resulting illegal and irregular land occupation is becoming increas-ingly serious,making the improvement of land administration and enforcement work the key to high-quality development.This study focuses on the crucial role of grassroots-level administrative law en-forcement,particularly at the forefront of land administration.Through the analysis of the current situation of land administration and typical cases of land administrative enforcement in Z County,Shanxi province,this paper identifies the dilemma of grass-roots land administrative enforcement work and analyzes its causes,and then presents recommendations to enhance the grass-roots land adminis-trative enforcement work.
