The Direction and Mechanism Improvement of the"Three Rights Separation"of Homestead in Promoting Rural Revitalization—A Comparative Analysis Based on Typical Practices of Three Reform Pilot Projects
The"three rights separation"of homestead is an important content of rural homestead system reform and an important lever for rural revitalization.The"three rights separation"of homestead can help revitalize rural areas in a specific direction.In theory,it can play a driving role by accelerating rural industrial development,improving the rural living environment,promoting urban-rural cultural exchanges,optimizing rural governance structures,and increasing farmers'property income.In practice,pilot reform areas have explored many distinctive path models.Based on a comparative analysis of the typical practices of Shanghai Songjiang District,Anhui Jinzhai County,and Guangxi Beiliu City,it is found that the"separation of three rights"of homestead for rural revitalization not only accurately matches the original intention and goal of the system,but also has a discrete dilemma of insufficient effectiveness in pro-moting rural revitalization.Therefore,it is recommended to improve the relevant mechanisms from the aspects of linked design of rele-vant supporting policies,establishment of hierarchical linkage working mechanism,assistance from relevant functional departments in service guarantee,and promotion consultation and follow-up guidance services,in order to further enhance the effectiveness of the"separation of three rights"of homestead in promoting rural revitalization.
