Contracted Farmland Fragmentation Management:Top-level Design,Grassroots Practice and Thoughts on Reforms
Fragmented contracted farmlands are not conducive to the construction of a strong agricultural country and high-quality development of agriculture.The CPC Central Committee has always attached great importance to the management and continuous utiliza-tion of fragmented farmland.Especially since the 18th CPC National Congress,a series of laws and policies have been introduced to promote the management of fragmented contracted farmland.From the perspective of grassroots practice,the current management of fragmented contracted farmland mainly includes three methods:swapping the contractual rights of farmlands,"remaining contracting rights while promoting the contiguous distribution of management rights,"and rearranging after transferring continuous farmland without changing farmers'land rights.This work faces challenges such as breaking the lock-in history of farmland use,cost sharing of organi-zational implementation,stable contiguous management after governance,and coordinated promotion of other rural reforms.To better carry out the contracted farmland fragmentation management,it is necessary to strengthen publicity and guidance,accelerate the pace of reform,and focus on comprehensive implementation.
