摘要
党的十八大以来,在推进全面从严治党的伟大工程中,中国共产党对加强基层党组织建设提出了一系列新的理论观点,开展了新的实践探索.其中,理论创新主要包括:从党长期执政、国家长治久安、人民幸福安康的战略高度对基层党组织的基础作用进行了战略定位,突出基层党组织的政治功能和组织功能,明确了基层党组织的重点建设任务,指明了基层党组织"四力"建设目标等.实践创新主要包括:把党的全面领导建设落实到基层,加强基层党组织的政治建设,强化基层党组织的政治功能;加强基层党组织的思想理论建设,用习近平新时代中国特色社会主义思想凝心铸魂;贯彻落实新时代党的组织路线,加强党支部的标准化规范化建设,建设忠诚干净担当的干部队伍;加强基层党组织的正风肃纪建设,重塑了党在人民心中的形象等.
Abstract
Since the 18th National Congress of the Communist Party of China,the CPC has put forward a series of new theoretical views and carried out new practical exploration on strengthening the construction of grass-roots Party organizations in the great project of comprehensively and strictly governing the Party.Among them,theoretical innovation mainly includes:strategic positioning of the basic role of grassroots Party organizations from the perspective of long-term governance of the Party,long-term stability of the country,and happiness and health of the people;highlighting the political and organizational functions of grassroots Party organizations;clarifying the key construction tasks of grassroots Party organizations;pointing out the"four forces"construction goals of grassroots Party organiza-tions.Practical innovation mainly includes:the first is to implement the comprehensive leadership construction of the Party at the grass-roots level,strengthen the political construction of grassroots Party organizations,and enhance the political functions of grassroots Party organizations;the second is to strengthen the ideological and theoretical construction of grassroots Party organizations,and use Xi Jin-ping's socialist ideology with Chinese characteristics for the new era to concentrate and forge the soul;the third is to implement the or-ganizational line of the Party in the new era,strengthen the standardized and regularized construction of Party branches,and build a loyal,clean,and responsible cadre team;The fourth is to strengthen the construction of positive conduct and discipline in grassroots Party organizations,and reshape the image of the Party in the minds of the people.
