The Institutional Dilemmas and Resilient Governance of Relative Poverty Among the Floating Population
At the end of 2020,China completed the task of poverty alleviation in the new era as scheduled,and the millennium-old absolute poverty problem of the Chinese nation was historically resolved.The next step is to address the issue of relative poverty caused by uneven and insufficient development,and further achieve common prosperity.At present,under the influence of the regis-tered residence system,the situation of the floating population in social security,minimum income,social integration and other aspects is not optimistic.The floating population,as the main group of relative poverty,presents complex characteristics of relative poverty.It is urgent to apply a resilient governance model to solve the relative poverty problem in the new stage,that is,by strengthening the resil-ience of government governance,regional overall resilience,and individual endowment resilience,forming a resilient governance pat-tern of government leadership,regional embedding,and multi-subject co-governance,so as to achieve a beautiful governance vision of sufficient development resources,rich life,and social accessibility for the floating population.
