耕地保护考核和粮食安全考核"合二为一"的基础与推进路径

为让耕地保护目标更好地服务于保障国家粮食安全总目标,我国开始推动耕地保护考核和粮食安全考核"合二为一"。从制度基础看,修订后的《省级政府耕地保护责任目标考核办法》和《粮食安全省长责任制考核办法》都经过多年应用实践,在奖惩措施、结果运用等方面都具有较高的借鉴价值;从实践基础看,地方探索取得初步成效,典型省份的耕地面积、粮食播种面积都稳中有增。然而考核只是手段,耕地保护党政同责和粮食安全党政同责都实行不久。更好发挥这两项考核"合二为一"对确保各项政策措施落实见效的作用,还需要从根本上理顺关系、构建机制,为此,应着力从以下两方面推进:其一,推动形成党政齐抓共管的工作格局,重点是从讲政治的高度看待耕地保护和粮食安全问题,厘清党政权责界限,统筹协调各部门形成合力,充分发挥考核"指挥棒"作用和督察"利剑"作用;其二,构建以主产区为主、主销区和产销平衡区共同支撑的国家粮食安全保障格局,重点是主产区优先享有政策扶持和利益补偿,主销区对主产区承担横向利益补偿义务,加快产销平衡区经济发展。
The Foundation and Promotion Path of Integration of Farmland Protection Assessment and Food Security Assessment
In order to better serve the overall goal of ensuring national food security,China has begun to promote the integration of farmland protection assessment and food security assessment.From the perspective of institutional foundation,the revised"Assessment Methods for Farmland Protection Responsibility Objectives of Provincial Governments"and"Assessment Methods for Provincial Governor Responsibility System for Food Security"have been applied for many years and have high reference value in terms of reward and punish-ment measures,result application,etc.From a practical perspective,local explorations have achieved initial results,with the cultivat-ed land area and grain sowing area in typical provinces steadily increasing.However,assessment is only a means,and the joint respon-sibility of the Party and government for farmland protection and food security has not been implemented for long.To better leverage the integration of these two assessments and ensure the effectiveness of various policy measures,it is necessary to fundamentally streamline relationships and establish mechanisms.To this end,efforts should be made in the following two aspects:firstly,to promote the forma-tion of a work pattern of joint management by the Party and the government,with a focus on viewing farmland protection and food secur-ity issues from a political perspective,clarifying the boundaries of Party and government responsibilities,coordinating various depart-ments to form a joint force,and fully leveraging the role of assessment as a"baton"and inspection as a"sword";Secondly,we need to establish a national food security pattern that is mainly supported by the main production areas and jointly supported by the main sales areas and the balanced production and sales areas.The key is to give priority to policy support and benefit compensation to the main production areas,and the main sales areas should bear the obligation of horizontal benefit compensation to the main production areas,in order to accelerate the economic development of the balanced production and sales areas.
