摘要
公共政策是政治学的重要研究方向和公共管理学的二级学科.作为公共政策研究的重要组成部分,政策执行研究正处在吸收其他学科成果,探索与其相适应的理论与研究方法的发展阶段.其中,博弈论在政策执行研究的理论与方法体系中占据重要地位.本文在评析政策执行博弈研究的基础上,总结了文字式博弈分析路径和形式化博弈分析路径及其在政策执行研究中的应用情况,并探讨了博弈论对推进政策执行研究的启示及其适用限度.本文还延伸性地讨论了演化博弈与政策执行研究方法论革新的可能.通过对博弈论的引介和评价,能够增进解释复杂政策执行现象的能力,同时提升政策科学的专业品质与科学化水平.
Abstract
Public policy is an important research direction of political science and a secondary discipline of public administration.As an important part of public policy research,policy implementation research is in the development stage of absorbing the achievements of other disciplines and exploring adaptive theories and research methods.Among them,game theory occupies an important position in the theoretical and methodological system of policy implementation research.Based on the review of game research in policy implementation,this article summarizes the conceptual game analysis approach,the formal game analysis approach and their application in policy implementation research,discusses the implications and limits of the game theory analysis for promoting policy implementation research.Finally,this article extends the discussion on the role of evolutionary game theory in promoting the methodological innovation of policy implementation research.By introducing and evaluating game theory,the ability to explain complex policy implementation phenomena can be enhanced,while the professional quality and scientific level of policy science can be improved.
