Complex Public Policy:Paradigm Change,Research Framework and Prospect
With the development of globalization and social diversification,the external environment of various organizations is full of uncertainty and complexity,and the decision-making risk rises sharply,resulting in the increasing complexity of public policy process.More and more scholars pay attention to the complexity of social system and strive to pursue the research of complexity theory.Different from traditional public policy,the research of complex public policy focuses on dynamic complex factors such as system composition,environmental atmosphere,and organizational change,which can provide a new vision and research paradigm for public policy research.This paper combs the research progress and evolution logic of complex public policy,identifies the dilemma of traditional public policy,and analyzes the inevitability and trend of paradigm change of public policy.Through discussing the paradigm change motivation and theoretical research framework of complex public policy research and its applicability in the field of public policy,this paper looks forward to the future of complex public policy,in order to find a new theoretical basis and provide new ideological enlightenment for public policy research.
