Beyond the Narrative of Ethical Conflict in the Construction of Digital Government:from the Perspective of Game Evolution between Powers
There is a general conflict of ethics in the construction of digital government.Similar to the ethical dilemma of regarding technology as"means"or"purpose",it leads to the dilemma of the government's concept and direction of absorbing and using digital technology.The imperfection of technology and system along with the incompatibility of different values in previous articles cannot fundamentally explain the emergence and development of conflicts.Based on the power theory,this paper analyzes the power attribute of digital technology,and its creative power is displayed in the newborn digital space,and the resources are redistributed by means of algorithm push.However,the traditional administrative power relies on the technical operation mechanism to achieve accurate control and discipline.The two kinds of power include different dominant subjects,access channels,control methods and the relationship between power and technology.Therefore,the ethical conflict in the construction of digital government is that the administrative power in the process of large-scale digitalization meets the digital technology power mastered by platform enterprises,and there are three game evolution states of confrontation,transfer and integration among power systems,which finally reach the cyclical steady state of periodic development.Different from the static explanation path of ethical conflict in the construction of digital government,the narrative mode of the game between the two powers reveals the power implication behind many paradoxical phenomena in the process of government digitalization from a dynamic perspective,and refocuses the research perspective of technical governance on the classic category of political science.
