Conduct Improvement,Party Discipline, and the Party's Self-Reform:Theoretical Reflections Based on the Implementation of the Central Party Leadership's Eight-Point Decision
Good conduct and strict discipline are essential for the Communist Party of China(CPC)to tackle its unique challenges.Guided by the important thought of the Party's self-reform,the CPC has improved conduct, corrected improper practices, and fought corruption, maintaining party discipline to escape the historical cycle of rise and fall. This paper examines the party's internal structure, its relationship with the state, and its interaction with society.Conduct improvement maintains political authority, corrects execution deviations, and consolidates the mass base. The CPC has embedded conduct improvement into a power supervision system through institutional design and execution, starting with the central Party leadership's eight-point decision. This has mobilized transformative power for comprehensive Party self-governance.Through innovative practices,China has established a virtuous cycle of political authority, administrative efficiency, and social trust, using our own transformation to steer social transformation.Future efforts should focus on balancing political loyalty, capability, incentives, restraints, credible commitment, and governance performance in institutionalizing conduct improvement.
