"Precise Responsibility Assignment":A New Possibility for Vertical Inter-Governmental Relation in the Context of Digital Governance
The vertical inter-governmental relation constitutes a fundamental institutional arrangement in contemporary Chinese government.Constructing a vertical inter-governmental relation with clear authority and responsibility and smooth operation is a crucial issue in advancing Chinese-style modernization.This article attempts to integrate research from multiple fields and perspectives on the vertical inter-governmental relation to identify the key dilemma in adjusting the vertical inter-governmental relation:the partial failure of higher-level government's vertical supervision over local governments.The article argues that the widespread use of digital technology in governance offers a new possibility for resolving the dilemma following decentralization.The application of digital technology in adjusting the vertical inter-governmental relation may effectively reduce information asymmetry between different levels of government,further refine the responsibilities of governments and their departments,and make process-based vertical supervision based on real-time information flows possible.This,in turn,can achieve effective incentives and accountability based on precise responsibility assignment.Consequently,the article proposes a new possibility for the vertical inter-governmental relation in the context of digital governance,termed"precise responsibility assignment".Supporting institutional arrangements are needed for its establishment.
