How do Political Parties Coordinate Regional Development?——Exploration of Ruling Party Governance Model with Chinese Characteristics
The prevailing theories of regional economic development posit that the primary actors in regional governance can be divided into four categories:government,enterprises,social organizations,and citizens.In turn,regional governance can be conceptualized as encompassing three fundamental models:administrative,market,and polycentric.The aforementioned theories and models do not fully consider the role of political parties in coordinated regional development.They are insufficient to cope with the complexity of interest relations and the difficulty of coordination in China's regional development.Furthermore,they cannot fully meet the requirements of high-quality regional coordinated development goals such as"mutual cooperation""balanced development""internal and external linkage"and"common prosperity".This paper differs from existing regional governance models and theories in that it places a greater emphasis on the role of political parties in coordinated regional development.It highlights the unique political resources and coordination mechanisms of political parties,including ideology,values,organizational mobilization,and party discipline relations,which serve a governance function in addressing complex interest relations,ensuring necessary social and political cohesion,and improving the effectiveness of regional planning implementation.Furthermore,the paper refines a regional governance model with the ruling party as the core—Ruling Party Governance Model—which further enriches and perfects the existing regional governance models and theories.This model can serve as an important tool for comprehensively constructing a new mechanism for coordinated regional development.Under the guidance of Ruling Party Governance Model,the future coordinated regional development in China will reflect more political characteristics and institutional advantages.
