The Property Rights Logic of Urban Grassroots Governance in China——Analysis Based on"Property Rights Types-Distribution Process"
Property rights are the fundamental element of urban grassroots governance.The combination of public property rights,cooperative ones,and private ones constitutes the structural foundation of urban grassroots governance.The distribution of property rights determines the degree of its'realization and affects the form of grassroots governance.Firstly,the distribution based on public ownership of land not only supports urban development,but also brings various externalities to the grassroots governance with the secondary distribution lacking connection with residents.Secondly,the separation of ownership and income rights in residents'cooperative property rights results in a market-dominated governance.Thirdly,the production and distribution relationships among residents mainly occur in their work units,which can easily breed a private sector centered around individual housing rights.At the same time,residents lack enthusiasm to participate in the third distribution.Therefore,the phenomenon of"property rights obstruction"is the root of various problems in grassroots governance.City governments should make institutional arrangements from the perspective of property rights foundation,construct a"strong correlation"between the people and property rights,and share urban property rights with people as urban shareholders.
