Policy Innovations and System Reform of Mega-cities Governance in the Digital Age
The governance of China's mega-cities is set against the backdrop of the restructuring of urban functions and digital development.Combined with digital technology,mega-cities have added a public opinion platform that proactively captures the demands of the masses outside of the smart city system,forming a new cycle of policy process that is party-led and grass-roots demand-driven,and that is bi-directional between top-down and bottom-up.In this policy process,technological participation has changed the information input and feedback mechanism of the policy system,and the feedback of public opinion from the masses and social organizations has expanded the subject of defining policy issues.Focusing on the five dimensions of policy issues:order,development,service,participation,and system effectiveness,the governance of mega-cities in the digital era starts from people needs and establishes a multi-level synergy,consultation,and participation mechanism in the policy system,which is characterised by the combination of centralization and decentralization,centralism and democratic,and top-down and bottom-up interactions.That balances the efficiency orientation of the allocation of public resources and the provision of public services in the city,and highlights the justice and democracy of the urban values.
