Mechanism,Challenges,and Path Selection of Public Diplomacy Maintaining National Security
As an ability to distribute ideas,public diplomacy has certain positive significance in maintaining national security.The author starts with the concepts of public diplomacy and national security,and constructs an explanatory framework of"conducting public diplomacy-changing audience ideas and cognition/influencing identity-influencing foreign policy preferences-security interaction and feedback"with theories such as constructivism,post structuralism,and security complexes.Public diplomacy acts on different elements of national security in three dimensions of"relative security status","perception and judgment of status",and"possessing security capabilities",finally achieves the goal of maintaining national security.Due to factors such as insufficient comprehensive national strength,low efficiency,and imperfect discourse system,the practice of public diplomacy maintaining national security faces multiple challenges.The path selection includes integrating and transforming soft and hard power,adjusting and innovating strategic thoughts,improving the effectiveness and building a discourse system for public diplomacy maintaining national security.
