The Implementation of the Party's Leadership in the Practice of State Governance:Models and Types——Taking the Governance of Online Content in the New Era as an Example
For China's state governance,the relationship between the governing party(as the leading force)and the government(as the implementing agent)is key to ensuring its effectiveness.Facing the development and diffusion of digital technology and the profound political changes it brings,it is necessary to conduct research on the issue of how the Party's leadership is implemented in the practice of state governance.This paper takes the governance of online content,a representative scenario in the new era,and through documentary research as well as observation and interviews,examines in detail the division of labor,cooperation,and interaction among relevant departments of the Party and government institutions therein in practice.It summarizes eight relationship models:opinion-implementation,coordination-cooperation,division-collaboration,embedding-empowerment,initiative-transformation,responsibility-support,supervision-backstop,and mobilization-delegation,revealing a clear picture of the Party's leadership implemented in the practice of state governance.Based on empirical analysis,this study further constructs a typological framework of party-government relations based on the structure-process dimension,which covers four ideal types:strong integration x weak flexibility,strong integration × strong flexibility,weak integration × weak flexibility,and weak integration × strong flexibility.It provides a new conceptual"guide"for understanding the practice of the party-government relations of socialism with Chinese characteristics in general,and provides theoretical support for interpreting the transformation of institutional advantages into governance efficiency.
