Loose-Coupling,Organizational Learning,and Structured Flexibility——Finding the Balance Between Routine Governance and Emergency Governance
The seamless transition between routine governance and emergency governance is vital for strengthening the national governance system and capacity.Dissolving the structural tensions of the core organizational elements,including information,interests and institutions is very crucial for establishing this transition mechanism.This paper presents a theoretical framework for structured flexibility with a focus on static loose-coupling and dynamic organizational learning.The combination of loose-coupling for adaptability and organizational learning for capacity building enables effective governance in both routine and emergency situations.
