松散关联、组织学习与结构化的灵活性——寻找常态治理与应急治理之间的平衡

政府在常态治理与应急治理之间的灵活转换是提升国家治理体系和治理能力的重要体现.建立这一转换机制的关键在于消解政府在外部环境剧烈变化时面临的信息、利益与制度等组织核心要素的结构性张力.本文从静态的松散关联和动态的组织学习两个维度建构了结构化的灵活性理论框架.松散关联的组织形态有助于提高政府对变动不居的外部环境的适应性,而通过激励机制、试点机制、慢速学习机制和信念机制的组织学习则可以增强政府的应急治理能力,从而有助于政府在常态治理和应急治理之间保持动态平衡.
Loose-Coupling,Organizational Learning,and Structured Flexibility——Finding the Balance Between Routine Governance and Emergency Governance
The seamless transition between routine governance and emergency governance is vital for strengthening the national governance system and capacity.Dissolving the structural tensions of the core organizational elements,including information,interests and institutions is very crucial for establishing this transition mechanism.This paper presents a theoretical framework for structured flexibility with a focus on static loose-coupling and dynamic organizational learning.The combination of loose-coupling for adaptability and organizational learning for capacity building enables effective governance in both routine and emergency situations.
