This strengthens the linear economy as consumers' purchasing rationale is one of "I might as well buy new". While a linear economy will continue to exist in some form - new goods will be needed to replace those that have come to the end of their useful life - the circular economy is becoming more important. But there needs to be more widespread acceptance of reuse, not just recycling, in the circular economy.

The ride has been a roller-coaster, with a string of business closures in the first few weeks of the year, followed by an anniversary reception at the Houses of Parliament. This was followed by more closures while, at the same time, more positive developments took place through the Clothing Roadmap and other initiatives led by WRAP and the London and Mer-seyside Textiles Forum.

The guidelines have been drawn up by the Textile Recycling Association (TRA) in consultation with the Charity Retail Association. The specifications relate to charity shop used clothing and household textiles that are unsuitable for sale at charity shops and are traditionally sold to the reuse and recycling trade.

The short answer is, yes, they can be, but not because the UK lacks the capacity to make good use of the recovery and recycling opportunities they offer. The Landfill Directive requires that all European countries recover all their end-of-life tyre arisings and that is exactly what the UK does. The real question is do we act in the best ways possible? The answer to that is more elusive.

At the same time, constrained funding is affecting both the public sector, such as job cuts at the Environment Agency (EA), and the private sector, such as the curtailment of PFI funding for projects now deemed unnecessary. There is little in the way of new legal developments in the pipeline, and the regulatory theme appears to be to streamline and make do with the existing tools available.

The requirements of the Directive include classifying sites into: landfills that accept hazardous waste; landfills that accept non-hazardous waste; and landfills for inert waste. This led to the end of co-disposal of hazardous with non-hazardous waste in July 2004.

It was transposed into UK law under the Waste Electrical and Electronic Equipment Regulations 2006 (as amended), which placed the responsibility of financing the recycling and recovery of WEEE on the producers of goods. In July 2012, the WEEE (Recast) Directive came into force, requiring that all member states would need to transpose the Directive into national law by February 2014.

The Directive was transposed into UK law via the Waste Batteries and Accumulators Regulations 2009, a producer responsibility regime, and via the Batteries and Accumulators (Placing on the Market) Regulations 2008.

The UK is already covered by the Environmental Protection (Controls on Ozone-Depleting Substances) Regulations 2002 (SI 2002/528), which were introduced in 2002 and apply to England, Wales, Scotland (relating to importation) and Northern Ireland.

The closure of the Sonae panelboard mill on Mersey-side had combined with a mild winter in northern Europe to depress markets and create stock constipation in its members' yards. The consequent increases in gate fees were offset by a tightening of specifications and/or a fall in prices at the board mills.
