It was hailed as a positive new era and a boost for legal traders. Even before the Act, British Transport Police revealed that metal thefts had halved between 2011/12 and 2012/13, despite concerns that the earlier ban on cash payments had done little to curb illegal trading.

It maintains a legal waste status and has to be restric-tively managed as hazardous waste. When combusted, it has to be subject to the Waste Incineration Directive or be exempt from it. Consequently, there are today few applications for such uses of RFO.
查看更多>>摘要:The National Federation of Demolition Contractors (NFDC) strives to maintain an impressive level of recycling throughout the industry, with the management of waste and maintaining sustainability high on the agenda. To this end, the NFDC has devised an award-winning system to advance these recycling processes. Every year, the Federation sends out annual declarations which members must fill in and return. Along with these forms is a waste return spreadsheet complied to meet the demands of Defra. This spreadsheet includes the various materials found on-site, and contractors are obliged to record how many tonnes of demolition material is produced and how much of this is recycled or landfilled.

The previous year finished in ecstasy: a parliamentary committee had supported Covanta's planning application in Bedfordshire; the application for the Kings Lynn incinerator in Norfolk was reported to be on track; and the Green Investment Bank (GIB) announced it was injecting ?100m into biomass at Drax. Surely this bode well for EfW.

The high Packaging Recovery Note (PRN) prices continued into 2013 and showed no signs of easing. Despite high PRN prices, the amount of glass collected did not significantly increase and there was an increase in the amount of material being exported. The significant PRN price increase through 2012-13 resulted in a comprehensive review of all glass data being carried out by WRAP and Valpak, which was released in October 2013.

Last year 1 lamented that David Cameron's leadership speech at the party conference contained only 23 words about the environment (and these did not include the phrase "the greenest government ever"). This year there was a reference to metaphorical trees and the spectacular U-turn on so-called green taxes.

查看更多>>摘要:For the first time in nearly half a century, the legislation governing metals recycling in England and Wales has been replaced and modernised. The Scrap Metal Dealers' Act 2013 comes at the end of a year of change for the industry. Exempting motor vehicle salvage operators and certain itinerant collectors from the ban on cash payments created an unlevel playing field because such operators were able to continue to pay cash for scrap. This caused the volume of scrap metal available for purchase by the legitimate trade to fall by 5% to 10% across the country. Material was clearly being syphoned off by exempted operators as well as criminal traders paying cash for scrap.

The regulations come under the umbrella of the Vehicles (Crime) Act 2001 and set the scene for several changes to the Scrap Metal Dealers Act 2013. A lack of effective regulation and policing of the motor salvage industry meant there were many opportunities for unscrupulous traders to dispose of stolen vehicles.
